Ernesto Torres Jr., executive director of NTF-ELCAC, is calling for justice for civilians killed in Negros Island due to alleged 'spy-tagging' by NPA remnants. The Armed Forces' 3rd Infantry Division reported 28 civilian deaths since March 2022, averaging two per month.
The most recent victim was an elderly woman shot after being accused of links to government forces. Torres condemned the killings as a sustained campaign of terror and urged the Commission on Human Rights to investigate. He stressed the importance of protecting the rights of all civilians and rejecting narratives that justify violence.
