Outokumpu and Norsk e-Fuel Collaborate on eSAF Production in Tornio, Finland

SUSTAINABLE AVIATION FUELSYNTHETIC FUELS

Outokumpu has signed a Memorandum of Understanding with Norsk e-Fuel to develop a Sustainable Aviation Fuel (eSAF) production plant next to its stainless steel mill in Koivuluoto, Tornio, Finland. Norsk e-Fuel will conduct a feasibility study starting in 2026, with an investment decision expected around 2028 and production slated for 2032.

The plant aims to convert carbon monoxide side streams from Outokumpu's ferrochrome production into 80,000-100,000 tons of eSAF annually, reducing Outokumpu's direct CO₂ emissions by 200,000 tons per year, which constitutes 20% of its global emissions. The project is projected to cost between EUR 1.2-1.5 billion and create approximately 250 local jobs. This initiative supports both the decarbonization of aviation and the EU's clean energy transition goals.
