Pentagon Initiates 'Cognitive Warfare' to Counter CCP Influence
The Pentagon's Office of Strategic Capabilities is launching 'Foundational Information Perception Operations' to enhance cognitive warfare against adversaries, including the Chinese Communist Party (CCP). This new initiative reflects a strategic shift towards information dominance rather than traditional military confrontations, aiming to disrupt adversarial cognition and influence decision-making within three to five years.

The Pentagon's Office of Strategic Capabilities is set to initiate 'Foundational Information Perception Operations' to develop cognitive warfare capabilities targeting strategic challenges. Led by Chief Technology Officer Sam Gray, the program seeks to utilize commercial technologies to enhance operations in the information domain.
Analysts note that this initiative aligns with a historical context of U.S. psychological operations aimed at understanding adversarial decision-making processes. Concurrently, China's military modernization is depicted as reactive, responding to external pressures rather than driven by innovation.
This pattern has exposed vulnerabilities, particularly evident in recent military operations, undermining confidence in China's capabilities. Structural issues within the CCP are suggested to contribute to inefficiencies and corruption in the defense sector, leading to political purges rather than institutional reforms when failures are exposed. These dynamics create a paradox where China's ambition to compete with the U.S. is hampered by its centralized political structure.
