Pentagon Prioritizes Overhaul of Acquisition and Production Processes for Defense Industrial Base
The Pentagon is initiating a comprehensive overhaul of its acquisition and production processes to bolster the defense industrial base, addressing supply chain vulnerabilities and stockpile shortages revealed by the COVID pandemic and support for Ukraine. Key strategies include promoting modular open systems approaches, encouraging competition through dual production contracts, and enhancing rapid technology adaptation to improve production capacity in urgent scenarios.

The US Pentagon aims to revamp its acquisition, production, and procurement processes to strengthen the defense industrial base, which has faced challenges such as supply chain weaknesses exposed by the COVID pandemic and depleted stockpiles from support to Ukraine. Director Jerry McGinn highlighted issues with single-source suppliers and the need for modular open systems approaches (MOSA) to enhance competition and reduce bottlenecks.
A new acquisitions model has been announced, focusing on incentivizing new entrants and improving capacity. The government is exploring dual production contracts to foster competition among contractors.
Lessons from Ukraine emphasize the need for rapid technology adaptation and the importance of demand signals to facilitate faster production surges. The Pentagon is working on establishing mechanisms to allow for increased production capacity in urgent situations.
