Pentagon Revives Rapid Equipping Force Approach Under 2026 NDAA to Address Battlefield Needs

The 2026 National Defense Authorization Act empowers the Department of Defense (DoD) to reform military acquisition culture, particularly by reviving the principles of the Army's Rapid Equipping Force (REF). The REF was effective in delivering battlefield solutions rapidly, but was disbanded in 2020.

The new strategy introduces Portfolio Acquisition Executives (PAEs) to manage a portfolio of capabilities, enabling real-time resource allocation based on current battlefield threats. Changes include establishing dedicated 'Problem Curation' cells to ensure effective problem validation and eliminating rigid requirements for startups.

The new 'Requirements, Acquisition, and Programming Integration Directorate' (RAPID) aims to simplify urgent needs using a '10-liner' standard. The DoD is now encouraged to prioritize speed and adaptability to meet evolving threats, leveraging the reforms mandated by the 2026 NDAA.
