Portland Foreside Development Plans Natural Gas Cogeneration Plant for Eastern Waterfront Project
Developers of Portland's eastern waterfront plan to construct a natural gas-fired cogeneration plant to supply electricity, heat, and hot water. Licensed by the Maine Department of Environmental Protection, the plant is not part of the original master plan but is under review by the Maine Public Utilities Commission. The 10-megawatt facility is slated for construction in 2027 and aims to improve energy efficiency while generating significant carbon emissions. The plant will support the ongoing $1 billion development, including residential and commercial spaces expected to be completed by 2030.

Developers of the Portland Foreside project plan to build a natural gas-fired cogeneration plant to supply electricity, heat, and hot water for the eastern waterfront development. Licensed in 2023 by the Maine DEP, the 10-megawatt plant, which is not included in the original master plan, will be reviewed by the Maine Public Utilities Commission.
Scheduled for construction in 2027, it aims for a 63% reduction in the city's carbon footprint, generating 106,000 metric tons of CO2 annually. The facility will operate with four generators and eight boilers to improve energy efficiency, significantly lower operating costs, and provide utilities at lower rates for tenants.
