Romania Plans Black Sea AI Gigafactory with Nuclear Reactor Expansion for Energy Supply

Romania aims to establish the Black Sea AI Gigafactory, a facility equipped with over 100,000 AI processors. The project was announced by the Ministry of Economy in summer 2025 and is set to be developed in two phases by 2028, near existing and planned nuclear power plants in Cernavodă and Doicești.

The facility will focus on developing, training, and testing AI models, serving countries including Ukraine and Turkey. To support the gigafactory's energy needs, Romania is expanding its nuclear capacity, modernizing the Cernavodă reactor and constructing two new reactor blocks, projected to provide 1,862 megawatts.

The project is estimated to cost €5 billion, with funding applications expected in spring 2026. Romania will compete with 76 other EU projects for funding. Concerns remain about the country's current energy capacity to support AI factories.
