Romanian Startup Develops Solar Project with Links to Ukrainian Oligarch Dmytro Firtash
A solar power project in Secu commune, Dolj County, developed by a startup that accessed EU funds, raises security concerns regarding cross-border citizenship networks in Romania. Viorel Țirei, former director of the National Agency for Land Improvement, leased 4.5 hectares to Vlastvas Energy SRL, which plans to invest €2 million for a 3 MW solar plant.
The company is linked to Yar Energy and Service SRL, founded by Andrei Savcenco and Credit Finance Investment SRL, represented by Tsera Volodimir. Lada Firtash, a Russian national with connections to Ukrainian oligarch Dmytro Firtash, is attempting to obtain Romanian citizenship due to her mother's heritage.
Firtash has extensive ties to energy business and alleged criminal organizations. As of December 2025, Firtash's extradition to the U.S. is blocked, while the solar project continues, funded in part by the EU Modernization Fund, amid ongoing scrutiny of citizenship applications linked to the project.
