Romania's MDLPA Publishes Draft Law for Prioritisation Criteria in Anghel Saligny Programme 2026
The Ministry of Development, Public Works and Administration (MDLPA) in Romania has published a draft law to establish prioritisation criteria for the Anghel Saligny National Investment Programme for 2026, following the guidelines set for 2025. The programme, which allocates RON 65.5 billion for infrastructure projects, will distribute funds based on contract value progress, with surplus funds potentially reallocated to meet pending requests.

The Ministry of Development, Public Works and Administration (MDLPA) has initiated the drafting process of a Government Decision to establish prioritisation criteria for transfer requests under the Anghel Saligny National Investment Programme for 2026. This draft follows the criteria set for 2025 under Government Decision no. 42/2025 and is based on Emergency Ordinance no. 87/2025.
The Anghel Saligny Programme, totaling RON 65.5 billion, allocates funds for water supply, roads, and natural gas distribution. In 2025, RON 12.5 billion was transferred for investment objectives, successfully fulfilling all requests.
The 2026 transfers will follow similar prioritisation criteria, distributing funds based on contract value progress: 50% for over 80% transferred, 30% for 40-80%, and 20% for 0-40%. Surplus funds in any category may be reallocated to others with pending requests.
