Sabrang Mowo Damar Panuluh, also known as Noe Letto, was appointed as an expert staff member of Indonesia's National Defense Council by the Ministry of Defense on January 15, 2026. He grew up in Metro Lampung and attended SMP Xaverius before finishing high school at SMAN 7 Yogyakarta.

Sabrang pursued higher education at the University of Alberta, Canada, from 1997, earning dual degrees in Mathematics and Physics, and graduated with a Bachelor of Science in 2003. In 2007, he formed the band Letto with fellow high school friends, which became successful in the national music scene, achieving Double Platinum status under Musica Studio.
