On 23 December, the 7th Sagaing Hluttaw approved the appointment of Dr. Aung Ne Win as Deputy Prime Minister and 11 ministers for the Sagaing Federal Unit Interim Government. Unit Chief Minister U Soe Oo nominated the cabinet members, who were unanimously approved by the Hluttaw.

The cabinet includes U Ko Ko Aung as Minister of Defense, U Moe Min Win as Minister of Home Affairs, U Khant Wai Phyo as Minister of Planning and Finance, Dr. Tin Aung Moe as Minister of Education, and Dr.

Myint Aung as Minister of Health. Other appointments include U Toe Wai Aung as Minister of Humanitarian Assistance, U Than Hlaing as Minister of Electricity, Energy and Construction, U Zin Min Tun as Minister of Forestry and Natural Resources, U Bwe Hoke Than as Minister of Ethnic Affairs, Daw Rati Ohn as Minister of City Development, and U Aung Chit Nyo as Attorney General. The session had 44 of 72 members present, confirming a quorum.
