Salvation Army Withdraws Rezoning Request for Cottage Hills Homeless Shelter
The Salvation Army of Madison County and Community Hope Center withdrew a rezoning request for a non-congregate homeless shelter at the Community Hope Center in Cottage Hills due to significant community opposition. The request aimed to rezone 11 acres from B-4 Wholesale Business District to PD Planned Unit Development for The New Hope House. The proposal faced numerous objections from local residents and petitions against it. The Salvation Army has been seeking shelter options since 2024, with a deadline for utilizing $2.5 million in American Rescue Plan Act funding by September 30, 2030.

The Salvation Army of Madison County and Community Hope Center withdrew their request to rezone 11 acres in Cottage Hills for a non-congregate homeless shelter, The New Hope House, the day before the Madison County Zoning Board of Appeals meeting. Zoning Administrator Chris Doucleff indicated the withdrawal was due to substantial community opposition, including phone calls and petitions.
The Salvation Army has been trying to establish a shelter since 2024, with previous proposals facing resistance. The initiative is linked to $2.5 million in American Rescue Plan Act funding that must be utilized by September 30, 2030.
