SAM Allocates $12.5M Budget Amid $2M Infrastructure Overruns

The Sewer Authority Mid-Coastside (SAM) adopted a general budget of $11.55 million for FY26-27, marking a $1.48 million increase from the previous year. This budget does not account for the rising costs associated with the Montara sewer force main project, which requires a mid-year amendment once the guaranteed maximum price is established.
Since 2021, the agency has faced over $2 million in capital improvement program overruns due to outdated infrastructure. The board is considering expanding the Landstra easement for flood control, while the future of the solar Power Purchase Agreement is uncertain due to a lapsed easement. The board's decisions on these matters will impact infrastructure sustainability and operational efficiency.
