His study argues that the Workers' Party of Korea Central Military Commission is the true core of military command, contrary to the 2022 White Paper's emphasis on the State Affairs Commission. Experts warn that failing to recognize this distinction could impede effective operational planning amid North Korea's nuclear and missile strategies.
