Snohomish County Council Approves Contracts for New Start Centers in Everett and Edmonds
The Snohomish County Council approved operating contracts for the New Start Centers in Everett and Edmonds, aimed at providing emergency housing for the homeless. The Salvation Army will operate the Everett center at the former Days Inn with funding of $2,684,610 from the affordable housing tax and $781,012 from HUD's American Rescue Plan.
The YWCA will manage the Edmonds center at the former America's Best Value Inn, receiving $2,122,669 from the housing tax and $1,884,294 from federal funds. The centers will offer services including medical and mental health assistance and job resources, with a combined budget of approximately $37 million.
The agreements last until December 31, with potential extensions. Discussions on eligibility criteria for residents are ongoing, with some council members advocating for more inclusive policies to support those with prior convictions. An opening event for the centers is planned for spring 2026.
