Steubenville Considers Utility Department Consolidation to Save Costs

Steubenville's city administration is evaluating the consolidation of the water and wastewater departments, potentially saving the city upwards of $122,000 annually. The proposed change is motivated by the upcoming retirement of Wastewater Superintendent Chuck Murphy, prompting a request for emergency legislation to facilitate this transition.
If approved, current Water Superintendent Jim Jenkins would oversee both departments, with the Engineering Department taking on construction project oversight. Additionally, council members approved a new three-year contract for union employees, retroactive to April 1, which includes a 3% annual wage increase.
Police Chief Ken Anderson's retirement is set for July 20, necessitating immediate candidate interviews for his replacement. The city also faces a shortage of lifeguards, with only one having completed pre-hiring requirements. Public Safety Director Andrew Wilson is preparing to train local police in self-defense techniques.
