Türkiye Halts Legal Reforms as PKK Disarmament Delays Continue
Türkiye has paused work on legal reforms tied to the terror-free initiative as PKK disarmament falters. The PKK's shifting priorities, influenced by regional developments and external pressures, have delayed the process, prompting renewed calls from Abdullah Öcalan for expedited disarmament.

Türkiye has ceased efforts on legal regulations for the terror-free Türkiye initiative due to delays in PKK disarmament. The PKK initially stalled disarmament over tensions in Syria, where its YPG wing faced setbacks.
Although the YPG later agreed to negotiate integration into the Syrian army, PKK disarmament was further impacted by U.S. and Israeli actions against Iran, leading some PKK members to reconsider their alignment. Öcalan has issued orders to accelerate disarmament, but Türkiye stresses legislative progress will only occur once the PKK is fully disarmed and verified by intelligence. The ruling AK Party cites ongoing uncertainties as a reason for legislative delays, emphasizing the need for confirmed disarmament before proceeding with reforms.
