Ukraine Considers Partial Restoration of Road Transport Fund in 2027 Budget
The Ukrainian government is assessing the reestablishment of the Road Fund in the 2027 state budget, potentially redesignated as a transport fund to include rail infrastructure support. This initiative comes in the context of previous fund allocations being redirected to defense since its abolition in 2024 due to the ongoing war.

Ukraine's Finance Ministry is exploring the revival of the Road Fund in the 2027 state budget, with a possible shift towards a transport fund that can finance both road and rail infrastructure. Deputy Finance Minister Oleksandr Kava stated that discussions are ongoing, and any restoration might only involve a fraction of traditional revenues, estimated between 25% to 50%.
The original Road Fund, reliant on excise taxes, was dissolved in 2024, with funds redirected for defense purposes. The 2023 budget allocated UAH 64.3 billion to this fund, while in 2026, approximately UAH 16 billion was designated to support long-distance domestic transportation.
