Ukraine Proposes Power Supply Exemption for Distributed Generation Consumers
Ukraine's Energy Ministry suggests exempting consumers from electricity restrictions if they source 60% of demand from distributed generation. This initiative aims to enhance energy resilience and operational stability for businesses.

The Energy Ministry of Ukraine has proposed exemptions from electricity supply restrictions for consumers who cover a minimum of 60% of their demand through distributed generation. This initiative includes launching Power Purchase Agreements (PPA) that facilitate direct contracts between electricity producers and consumers, thereby promoting local generation.
The ministry aims to enhance regional energy resilience and reduce pressure on the power grid. It has submitted amendments for government review to support these agreements. By the end of 2026, Ukraine plans to add 1.5 GW of new distributed generation capacity, complementing 1.5 GW already commissioned since the conflict began. This strategy may lead to increased investments in local generation technologies.
