Ukraine Secures Over $172 Billion in External Financing Amid Ongoing Conflict
Since February 2022, Ukraine's external financing has surpassed $172 billion, according to Deputy Finance Minister Olha Zykova. The state budget allocates 27.2% of GDP, over $61 billion, for defense and security, with less than $40 billion for social expenditures. Ukraine requires predictable external financing for reconstruction, relying heavily on international partners. The IMF's new program aims for $136.5 billion in external financing needs, with varying estimates based on conflict scenarios.

Deputy Finance Minister Olha Zykova reported that 27.2% of the state budget, exceeding $61 billion, is dedicated to defense and security, while social expenditures remain under $40 billion.
To support reconstruction, Ukraine seeks systematic external financing from international partners. The IMF's new Extended Fund Facility program outlines a potential need for $136.5 billion in external financing, depending on the conflict's progression, with an immediate requirement of $52 billion this year.
