Ukraine Warns of Imminent Russian Attacks on Energy Infrastructure Amid Winter Crisis
Ukraine has warned of imminent Russian attacks on its energy infrastructure, particularly targeting facilities linked to nuclear power, as the country faces a severe winter crisis. With nearly 3,000 high-rise buildings in Kyiv lacking heating and 600,000 residents having fled, Ukrainian officials are urging OSCE member states to bolster air defense capabilities and increase pressure on Russia. The ongoing conflict has seen 256 airstrikes on Ukraine's energy systems this heating season, exacerbating the humanitarian situation.

Ukraine has credible information that Russia is planning further attacks on its energy and critical infrastructure, particularly facilities supporting nuclear power plants, according to Rostyslav Palahusynets, Ukraine's deputy permanent representative to international organizations. He reported that Russia has conducted 256 airstrikes against Ukraine's energy infrastructure during the current heating season, undermining international efforts to resolve the conflict.
The Ukrainian delegation urged OSCE member states to enhance air defense capabilities and increase pressure on Russia. As of January 22, nearly 3,000 high-rise buildings in Kyiv remain without heating, with emergency outages ongoing.
Approximately 600,000 residents have fled the capital, which is facing a potential humanitarian catastrophe. Additionally, cogeneration units are being transferred to Kyiv from other regions, and three plants with a combined capacity of 3.8 MW are expected from Germany.
