UN Mission in Central African Republic Advances Security Sector Reform and Capacity Building

The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) is facilitating security sector reform through strategic documents and policies. Key initiatives include the National Border Management Policy (PNGEF) and its 2024-2033 Action Plan, aimed at enhancing border security and cooperation.

MINUSCA is also drafting the Military Programming Law (LPM) for 2026-2030 to allocate resources for the Central African Armed Forces (FACA) and the Gendarmerie. Additionally, in collaboration with UNPOL and UNDP, MINUSCA supports the National Development and Capacity-Building Plan for Internal Security Forces (ISF) for 2026-2030.

These actions align with the 2019 Peace Agreement, emphasizing oversight, accountability, and civilian protection. The United Nations Mine Action Service (UNMAS) has been enhancing weapons and ammunition management capacity since 2014, contributing to the Restoration and Extension of State Authority (RESA). Recent frameworks and agreements have supported progress in the security sector.
