This phase includes a $320 million contract awarded to Thalle-Bauer LLC on December 18, 2025, and is expected to take 6-7 years. The project involves constructing a new outlet works and a full-depth cutoff wall across the dam, aimed at providing permanent risk reduction for downstream communities.
