US Congress Approves $26B for Navy Shipbuilding and Flexible Procurement for Carriers and Submarines

The Fiscal Year 2026 National Defense Authorization Act authorizes $26 billion for Navy shipbuilding, providing flexibility for the procurement of two Ford-class aircraft carriers and five Columbia-class ballistic missile submarines. The legislation allows the Navy to pursue a block buy for the carriers, potentially saving costs and ensuring supply chain stability.

Newport News Shipbuilding has advocated for this approach. The Navy is expected to initiate contracts for the submarines in FY 2026. The budget also includes funding for one Columbia-class boat, one Virginia-class attack submarine, and additional vessels.

Furthermore, the bill mandates the use of a vessel construction manager for the Landing Ship Medium program, allowing for up to eight additional ships to be constructed under this arrangement. The House has passed the bill, and the Senate is set to vote on it this week.
