U.S. Navy and Coast Guard Update Environmental Impact Statement for Northwest Military Readiness Activities
The U.S. Navy and Coast Guard are revising the 2015 Environmental Impact Statement to evaluate the effects of ongoing military activities in the Northwest, inviting public and tribal comments during a 45-day scoping period. Proposed operations, which include training and testing in offshore regions of Washington, Oregon, Northern California, and Southeast Alaska, aim to secure federal permits under the Marine Mammal Protection Act and consult under the Endangered Species Act for continued operations beyond November 2027. A Draft Supplemental EIS is anticipated in Fall 2026, accompanied by public outreach efforts.

The U.S. Navy and U.S. Coast Guard are updating the 2015 Northwest Training and Testing Final Environmental Impact Statement/Overseas Environmental Impact Statement to assess the environmental impacts of ongoing at-sea military activities.
The public, stakeholders, and federally recognized tribes are invited to comment during a 45-day scoping period that began on December 5 and ends January 19. Proposed activities include training, testing, and modernization efforts in offshore areas of Washington, Oregon, Northern California, and Southeast Alaska.
The Navy and Coast Guard are seeking to reissue federal permits under the Marine Mammal Protection Act and consult under the Endangered Species Act to continue operations beyond November 2027. The Draft Supplemental EIS/OEIS is expected in Fall 2026, with a public outreach effort planned to inform and gather feedback on the proposed actions.
