U.S. Navy Implements Capability Trade Council for Acquisition Reform Ahead of 2027 Conflict
The U.S. Navy is reforming its acquisition and requirements processes to improve access to necessary capabilities by 2027. The establishment of the Capability Trade Council aims to address restrictions posed by existing requirements that inhibit technology development and deployment. To prepare for potential conflicts by 2027, the U.S. Navy is reforming its acquisition and requirements processes. The newly formed Capability Trade Council will identify and address cases where existing requirements hinder capability development and deployment.
This group will advocate for necessary changes to allow warfighters to build and field technologies more efficiently. While there are historical cases of successful pushback against restrictive requirements, the current focus is on ensuring that technologies in development are prioritized over outdated concerns about perfection.
