The U.S. Navy has initiated the acquisition process for Medium Landing Ships (LSMs) by issuing a Request for Proposal (RFP) for a Vessel Construction Manager (VCM) on February 17. The VCM will oversee construction at Bollinger Shipyards and Fincantieri Marinette Marine.

This strategy is intended to leverage commercial practices to accelerate delivery, enhance cost discipline, and expand the U.S. shipbuilding industrial base. The Navy anticipates awarding the contract in mid-2026.
