U.S. Secretary Proposes Tariffs on Semiconductor Imports to Address National Security Threats

The U.S. Secretary has determined that the current import levels of semiconductors and manufacturing equipment threaten national security and economic stability. Domestic production is insufficient, with the U.S. manufacturing only 10% of its semiconductor needs while consuming about 25% of the global supply.

Semiconductors are critical for defense systems and all 16 critical infrastructure sectors, including communications, energy, and healthcare. To mitigate risks, the Secretary recommends a two-phase plan: initially, a 25% tariff on a limited category of semiconductors important for AI and technology, with negotiations ongoing to strengthen the domestic industry.

In the second phase, broader tariffs will be proposed after negotiations, alongside a tariff offset program to support domestic production. These actions aim to enhance U.S. semiconductor production and reduce reliance on foreign supply chains.
