USTR Proposes Modifications to LNG Export and Vehicle Carrier Regulations Amid China Shipping Investigation
The USTR has proposed revisions to its Notice of Action concerning foreign-built vehicle carriers and LNG vessels, initiating a public comment period due by July 7, 2025. This follows a January 2025 determination that China's targeting of the maritime and shipbuilding sectors is unreasonable.
Initial proposed actions were published in February 2025, leading to public hearings in March. An Executive Order in April 2025 directed the USTR to consider tariffs on Chinese shipping equipment, subsequently included in the Notice.
The proposed modifications aim to reduce dependence on China and address concerns regarding their impact on the US LNG sector. Key changes include a new service fee structure for vehicle carriers based on net tonnage instead of car equivalent units and shifting LNG reporting requirements from terminal operators to vessel operators. The USTR has solicited comments on these changes.
