Vietnam Proposes Amendment to Decree 56 to Enhance LNG Power Project Bankability
Vietnam's Ministry of Industry and Trade proposed an amendment to Decree 56/2025/ND-CP on January 26, 2026, to enhance bankability for gas-fired thermal power projects using imported LNG. The amendment aims to increase the minimum long-term contracted electricity output from 65% to 75% and extend the contract duration from 10 to 15 years. This change addresses bankability issues and aligns with the long-term nature of LNG contracts.

The draft amendment to Decree 56/2025/ND-CP, proposed by Vietnam's Ministry of Industry and Trade on January 26, 2026, seeks to improve the bankability of gas-fired thermal power projects using imported LNG. Currently, the decree mandates a 10-year contracted electricity output, which has created challenges for financing.
The amendment proposes increasing the minimum contracted output from 65% to 75% of the multi-year average generation output and extending the contract term from 10 to 15 years. These changes aim to better align with LNG sale agreements and support project implementation.
