Vietnam's Government has issued Decree 363/2025, effective December 31, 2025, to attract talent to the Việt Nam People's Army. The decree targets skilled individuals, including chief engineers, architects, scientists, and outstanding graduates, both domestically and abroad.

The military can sign contracts with overseas Vietnamese and foreigners for critical roles. In addition to a base allowance, the Minister of National Defence can increase allowances by 50 to 100% for exceptional performance.

Outstanding graduates may receive a 250% allowance for five years post-recruitment. The decree also provides military talents with public-duty accommodation, rental support, and priority access to housing. Additional benefits include training policies, salary increases, and annual financial support for rest periods at military health resorts for eligible individuals and their families.
