Waterways Council Inc. (WCI) released a study on January 14, conducted by HDR Inc., examining cost escalations and delays in U.S. Army Corps of Engineers lock and dam projects.
The study identifies systemic management and funding issues, noting only 10 modernization projects have been completed since 1987. Recommendations include treating navigation projects as a system, applying programmatic funding, and improving project management practices. Many proposed changes require support from the Office of Management and Budget (OMB), which WCI identifies as a key player in enhancing project delivery and execution.
