White House Executive Order Aims to Revitalize US Maritime Industry

DEFENSE

On April 9, 2025, the White House issued the executive order 'Restoring America's Maritime Dominance,' targeting the revitalization of the US maritime industry. The order seeks to align federal agencies, create funding programs, and expand workforce training.

It calls for a Maritime Action Plan (MAP) to guide investments in shipbuilding and port infrastructure. Key measures include regulatory reforms, financial incentives, and trade policy adjustments to promote domestic shipbuilding and expand the US-flagged fleet.

The Department of Defense (DOD) will assess resources for maritime investment, while the USTR will consider tariffs on Chinese-made maritime equipment. The order also mandates scrutiny of imports from Mexico and Canada to prevent evasion of US fees.

Additional initiatives include the establishment of a Maritime Security Trust Fund and Maritime Prosperity Zones to attract investment. The overall goal of the order is to increase US-built ships and strengthen the domestic shipping industry.
