Army Materiel Command Innovates Military Construction with Commercial Best Practices
Army Materiel Command is transforming military construction through the integration of commercial best practices and innovative contracting methods. This shift aims to enhance efficiency, reduce costs, and accelerate project delivery, addressing longstanding issues in military construction timelines and budgets.

Army Materiel Command (AMC) is implementing commercial construction best practices to expedite Military Construction (MILCON) and Repair & Maintenance (R&M) projects. By adopting streamlined contracting mechanisms, AMC aims to replace traditional processes that often result in delays and increased costs.
The FORGE program bundles various construction projects under a single contract to facilitate efficiency, while the RUBA initiative employs 3D-printing technology for expedited barracks construction. Utilizing Other Transaction Authorities, AMC reduced procurement cycles significantly, achieving contract awards in as little as 29 days compared to the standard 183-299 days.
The integration of data-driven tools further enhances project approvals, promoting transparency and faster decision-making. AMC's initiatives are expected to modernize Army facilities and improve warfighter readiness, highlighting a shift towards innovative and effective construction methodologies.
