BC Hydro Plans $1 Billion Underground Substation Under Nelson Park in Downtown Vancouver
BC Hydro has presented a design for a new underground substation beneath Nelson Park in Vancouver, which will support a new outdoor play area for the Lord Nelson Annex Elementary School. The project, with a cost estimate of $1.028 billion, aims to enhance electrical infrastructure and public amenities. Construction is set to begin in late 2026, with completion expected by 2031. The existing Lord Roberts Annex will be demolished, with students temporarily relocated to Seaview Elementary School. The project involves collaboration with the Vancouver School Board and Park Board.

BC Hydro is advancing its West End Substation project beneath Nelson Park, expected to cost approximately $1.028 billion. This substation will support the new Lord Nelson Annex Elementary School's outdoor play area and replace the existing Dal Grauer Substation.
Construction is slated to start no earlier than late 2026, lasting up to five years. The project involves the demolition of the Lord Roberts Annex, with students moving temporarily to Seaview Elementary.
The School Board plans to submit a development permit for the new school in 2026. BC Hydro's design includes community amenities like a playground and sports courts. The project is a collaborative effort with local educational and municipal bodies.
