Dutch Municipalities Complete 74% of Planned Housing Construction from 2022 to 2026
Research shows that Dutch municipalities executed only 74% of their planned housing construction, completing 264,000 of 357,000 homes from 2022 to 2026. While some municipalities exceeded their targets, others significantly underperformed. Obstacles including local objections, nitrogen regulation uncertainties, rising costs, and staffing shortages contributed to delays.

Dutch municipalities completed 264,000 homes, or 74% of the 357,000 planned for 2022-2026, according to NOS research. Some municipalities, like Zoeterwoude and Oudewater, exceeded their targets, while others, like Montfoort and Enkhuizen, fell far short.
Despite this, 82% of municipalities rated their performance positively, citing obstacles such as local objections and lengthy appeal processes. Delays were also attributed to nitrogen regulation changes, rising construction costs, power grid congestion, and staffing issues. Municipalities noted that planning and permitting processes are lengthy and complex.
