Estonian Officials Urged to Implement Cooling-Off Periods Post-Office
Estonian officials should undergo a cooling-off period after leaving their positions to mitigate corruption risks, according to the ISS. This is particularly important in the defense and energy sectors, where significant public procurements and investments occur.

The ISS has recommended that Estonian officials engaged in public procurements, particularly in defense, be subject to a cooling-off period after their tenure. This measure aims to address the revolving-door phenomenon, where former officials transition into private-sector roles they previously regulated, which raises concerns about impartiality and equal treatment in financial decisions.
The agency highlighted that corruption risks arise from substantial investments and the urgency of decision-making. To ensure fair use of public funds, the ISS calls for improved auditing and oversight mechanisms in these sectors.
