Germany Allocates $11.6B for Civil Defense Measures Including Shelter Locator App
Germany's government is set to approve a civilian defense plan that allocates $11.6 billion over three years. This initiative includes a shelter-locator app and over 100,000 field beds, reflecting heightened concerns over hybrid threats.

Germany's Interior Ministry plans to invest €10 billion ($11.6 billion) in a civilian defense strategy that includes a shelter-locator app and the procurement of more than 110,000 stackable field beds, with deliveries scheduled from 2027 to 2029. The initiative aims to enhance cooperation between civilian and military defense, establishing a new 'civil defense command.'
Additional components comprise the registration of public shelter spaces and a modernization program for facilities of the Technisches Hilfswerk (THW). The measures respond to increasing hybrid threats, signaling a strategic shift in national security preparedness.
