Great River Energy, ITC Midwest, and Xcel Energy Propose 765 kV Transmission Line Project in Minnesota
Great River Energy, ITC Midwest, and Xcel Energy have proposed the PowerOn Midwest project, which includes a 765 kV transmission line to enhance electricity delivery across the Upper Midwest. The companies submitted a Certificate of Need application to the Minnesota Public Utilities Commission for this project, which will connect to the existing grid in eastern South Dakota, traverse southern Minnesota, and link key substations in Jackson, Mower, and Olmstead counties.
The project is part of a larger portfolio approved by the Midcontinent Independent System Operator in December 2024, encompassing 24 transmission projects. Public engagement has included 17 open houses and meetings with stakeholders.
If approved, construction is expected to start by 2030, with the line operational by 2034. The proposal also includes two 345 kV projects aimed at upgrading existing infrastructure.
