Hartford Pauses Capitol Area System Heating Project Due to I-84 Reconstruction
The renovation of Hartford's Capitol Area System, which heats 15 state office buildings, is on hold due to potential conflicts with the reconstruction of Interstate-84. Department of Administrative Services Commissioner Michelle Gilman confirmed the decision to pause was made to avoid wasting funds on new gas-powered boilers that may need to be removed for highway construction.
The state plans to focus on maintaining the existing system, which opened in 1988. Advocates are urging for climate-friendly alternatives, such as electric heat pumps or geothermal systems, which could reduce carbon emissions significantly.
A 2023 study indicated that these options would likely double the lifetime costs compared to the planned hybrid approach. Gilman noted that the highway project might necessitate relocating the thermal plant and is open to geothermal options if feasible. No new studies are planned in the next year as the agency assesses the I-84 project timeline.
