Hong Kong Government's Decarbonization Initiatives and Energy Audits Overview
The Hong Kong Government is implementing significant decarbonization strategies to meet national carbon targets, including a focus on renewable energy projects and carbon management in government buildings. These efforts align with the dual carbon goals of peaking emissions before 2030 and achieving carbon neutrality by 2060.

The Hong Kong Government has allocated $3 billion for renewable energy projects at government facilities since 2017, with 280 projects approved, expected to generate over 27 million kWh annually. The Buildings Energy Efficiency Ordinance mandates energy audits for public facilities every five years, aimed at improving transparency and energy-saving measures.
The government is also promoting hydrogen energy applications and has initiated trials with hydrogen fuel cell vehicles. As of June 2026, two applications for hydrogen fuel cell heavy vehicles have been received under the NET Fund, with further trials planned. The government is also enhancing green procurement policies to support local renewable energy development and has established specifications to prioritize energy-efficient products.
