IMO Chief Confirms Shipping Decarbonization Progress Amid Uncertainty Over Net Zero Framework

Arsenio Dominguez, secretary-general of the International Maritime Organization (IMO), stated that greenhouse gas emissions from the global shipping industry will decline regardless of the adoption of the Net Zero Framework set for October. He emphasized that decarbonization efforts are underway, with ongoing research into alternative fuels like methanol and ammonia.

Goals established in 2023 include reducing emissions by 20-30% from 2008 levels by 2030 and achieving net zero emissions around 2050. However, Dominguez noted challenges in meeting the target for at least 5% clean fuel usage by 2030 due to high costs.

A decision on practical measures to support these goals has been postponed until October 2026. The EU and other nations advocate for the framework, while concerns remain regarding potential dual charges on shipping under the EU's emissions trading scheme. The IMO's marine environment protection committee will meet in April to discuss climate strategy.
