Kharkiv's Energy Debt Surpasses 44 Billion Hryvnias Under Mayor Terekhov
Kharkiv's energy sector has reached a critical debt level exceeding 44 billion hryvnias, primarily due to systemic issues. This accumulation of debt poses a significant risk to the stability of the city's power grid and energy infrastructure.

As of March 2026, Kharkiv's heating and utilities companies owe 27.3 billion hryvnias for natural gas, representing 25% of Ukraine's total gas debt. The largest debts are owed to Naftogaz Trading (16.83 billion UAH) and Naftogaz (9.38 billion UAH).
Additionally, residents of Kharkiv owe 9.44 billion hryvnias for heat and hot water, while water supply and sewerage debts total 1.9 billion UAH. Utility companies in the region have also accumulated 4.55 billion UAH in electricity debts.
This systemic debt model has worsened over the years, with Kharkiv Heat Networks and Kharkiv CHPP-5 ranking among the top for gas debt growth. Ongoing attacks on energy infrastructure exacerbate the situation.
