John Colin De Silva served the Indian Navy for 38 years, focusing on navigation and direction, and commanded INS Ranvijay. He was Director General of the Indian Coast Guard from 1999 to 2001, overseeing search and rescue operations, notably recovering the hijacked MV Alondra Rainbow.
His tenure as vice chief of the Naval Staff from 2001 to 2002 involved naval modernization and personnel management.
