Malaysia's Strategic Push for Tech Sovereignty: A 30-Year Vision
Malaysia aims to establish technological sovereignty through significant investments and strategic initiatives in the coming decades. The focus includes enhancing R&D spending and fostering local capabilities in key tech sectors.

Malaysia's Ministry of Science, Technology and Innovation has initiated a push for tech sovereignty, with a target of achieving 2.5% of GDP in R&D spending by 2028. The National Semiconductor Strategy, unveiled in May 2024, aims for RM500 billion in investments to enhance capabilities in semiconductor design and fabrication.
The National AI Action Plan for 2026-2030 is also under development, supported by an RM18.1 million allocation. Key components include expanding MIMOS's wafer fabrication and establishing niche markets in advanced semiconductor packaging and biotechnology.
Achieving these goals will require sustained political commitment and capital investment over the next three decades, paralleling successful models from Taiwan and South Korea. Failure to act risks dependency on foreign technology, as highlighted by past vaccine procurement issues during the pandemic.
