Nicole Sandoval Building Project in Northeast Portland Advances
The Nicole Sandoval Building, a 78-unit affordable housing project in Northeast Portland, is under construction, with completion expected by January 2028. The development aims to support low-income residents amid rising living costs in the area, with 22 units reserved for individuals earning up to 50% of the area median income.

Construction of the Nicole Sandoval Building at 5015 N.E. Eighth Ave. in Portland will provide 78 affordable housing units, with 22 designated for residents earning up to 50% of area median income. The project, which includes a five-story structure with 35 two-bedroom units, 39 one-bedroom units, and four studios, is part of Sabin CDC's efforts to counteract gentrification and retain long-term residents.
The project's funding sources include Heritage Bank, Beneficial State Bank, and the U.S. Department of Housing and Urban Development, among others. Sustainability features are integral, such as a ground source heat pump and a solar array, targeting high-performance certifications.
Construction costs are estimated at $36 million, with deconstruction of the previous Avenue Plaza buildings already underway. The project will foster energy efficiency and resilience, aiming for NGBS certification.
