Norwalk WPCA Approves $22.2 Million Budget with 4.5% Sewer Rate Increase
The Norwalk Water Pollution Control Authority has approved a $22.2 million budget for the upcoming fiscal year, leading to a 4.5% increase in sewer charges. The budget reflects a projected collection of $21.4 million from sewer use charges, necessitating higher bills for residents and businesses.

The Norwalk WPCA's annual budget for the fiscal year is set at $22.2 million, resulting in a 4.5% increase in sewer charges. The projected revenue from sewer use fees is $21.4 million, an increase of $848,000 from the previous year.
The budget includes a 4.3% rise in expenses, driven by debt service and personnel costs. Following a severe storm in August 2024, a temporary pump station was established after losing power at the Keelers Brook station, leading to a $15 million full replacement project.
The WPCA has applied for FEMA funding, expected to take up to 10 years. The Veolia contract will increase by $80,000 to $11.34 million, coinciding with the authority's decision to eliminate $560,000 from the replacement reserve. This could impact future rate stabilization efforts and highlights the authority's pressing capital improvement needs.
