Russia Establishes Unmanned Systems Forces Amid Military Modernization
Russia's Unmanned Systems Forces (USF) are set to expand to 210,000 personnel by 2028, marking a significant shift in military strategy towards drone warfare. This institutionalization reflects lessons learned from the ongoing conflict in Ukraine and aims to integrate drone capabilities across all military branches.

The Russian Ministry of Defense has formalized the Unmanned Systems Forces (USF) as an independent military branch, with a target of recruiting 78,800 personnel by 2026. A four-phase roadmap aims to grow the USF to approximately 210,000 personnel and nearly 1,000 operational units by 2028, embedding drone capabilities across ground, air, and naval forces.
The USF's structure includes centralized command for development, procurement, and training, with a dedicated Military Academy planned. However, challenges such as a $900 million funding shortfall and reliance on civilian recruits may impact operational readiness and effectiveness. The ongoing competition in drone warfare between Russia and Ukraine emphasizes the importance of rapid advancements in unmanned systems.
