Russia Reduces 2030 Electronics Independence Target to 59%
Russia has revised its 2030 target for domestic hardware in state technology projects from 80% to 58.7%. This significant reduction highlights the challenges faced in achieving technological independence amidst funding shortfalls and reliance on foreign components.

The Russian government has decreased its electronics independence goal from 80% to 58.7% for state technology projects by 2030, as outlined in a decree signed by Prime Minister Mikhail Mishustin in July 2026. Funding for key programs has drastically dropped from $338.4 million in 2024 to $62.6 million by 2026, leading to several project cancellations and delays in domestic processor development, now extended to 2032.
Russian military intelligence (GRU) is reported to be involved in smuggling sanctioned goods, utilizing front companies to acquire necessary semiconductors for military applications. The inability to produce chips at 28 nanometers and below is a critical barrier, limiting domestic capacity and forcing reliance on foreign sources.
