Sabah Secures RM1.4 Billion Investment for Integrated Biorefinery Complex to Produce Sustainable Aviation Fuel
Sabah has secured a RM1.4 billion investment from Petra Seaga to establish an integrated biorefinery complex that will convert palm oil residue and biomass into sustainable aviation fuel, biofuels, and bioplastics. This initiative aims to enhance the state’s economy by creating higher-value products and supporting advanced manufacturing, while adhering to circular economy principles. Additionally, the Southeast Asia Sustainable Aviation Fuel Council will set up its headquarters in Kota Kinabalu, further solidifying Sabah's position as a leader in sustainable aviation fuel.

Sabah is set to become a sustainable energy hub with Petra Seaga's RM1.4 billion (USD 300 million) investment in an integrated biorefinery complex. The facility will convert palm oil residue and biomass into sustainable aviation fuel (SAF), biofuel, biochemicals, bioplastics, and renewable power.
The project adheres to circular economy principles to enhance efficiency and reduce waste. Sabah produces significant biomass annually, much of which is currently underutilized. The biorefinery aims to create higher-value products and new industries instead of exporting raw materials.
The state is also enhancing infrastructure to support investments and is shifting from a resource-based economy to one focused on advanced manufacturing and technology. The Southeast Asia Sustainable Aviation Fuel Council is establishing its headquarters in Kota Kinabalu, further positioning Sabah as a regional leader in sustainable aviation fuel.
